Carlow Land Use and Business Case Strategy

HMA were appointed as Lead Masterplanners and Project Manager to undertake and deliver a Land Use and Business Case project on behalf of Carlow County Council.

A comprehensive ‘deep dive’ analysis of land uses, building occupancy and vacancies across an area measuring approximately 36 hectares within Carlow Town Centre. A floor-by-floor analysis of all buildings was undertaken. Complimenting the land use, vacancy and dereliction analysis a market-based Business Case Study was also prepared by project consultants. The Business Case Study will provide a viable ‘toolkit’ for the regeneration and reactivation of identified lands and buildings within the study area. The Land Use and Business Case Strategy ultimately is intended to provide Carlow County Council with a clear pathway towards funding mechanisms and practical planning and development strategies to facilitate a future Carlow as a resilient living and working destination.
